Corporate Bios 

Carol Mansfield

Carol Mansfield is the CEO of three ambulance/emergency medical transportation companies and two EMT Training Schools in New England: Stat Ambulance Service Dartmouth, Stat-Southcoast EMS, Coastline EMS, STAT Emergency Medical Training and Coastline Educational Services. Carol is a proud Mattapoisett resident and has been working in the ambulance industry since 1987. She began her journey by purchasing Stat Ambulance, which made it the first female-owned ambulance company in the state. In 2009 she founded Southcoast EMS, and then in 2012 she acquired Coastline Ambulance Services of East Providence and Coastline Educational Services. Under Carol's leadership, the companies have grown immensely.  

Andrew Pappas

Andrew joined STAT Ambulance in 1994 as one of the first Paramedics in the town of Dartmouth. In 1995 he became the Advanced Life Support Coordinator and was instrumental in creating the Dartmouth 911 EMS system that currently exists today.  In 2008, Andrew facilitated the launch of Southcoast EMS, which serves as an ALS, BLS and Livery service.  In 2010 Andrew became the Chief Operating Officer and is responsible for overseeing day to day operations of the STAT, Southcoast EMS and Coastline EMS. Andrew's management experience coupled with his in-field experience are vital to the success and continued growth of the company. 

Frank O’Reagan

Operations Manager Stat Ambulance (Dartmouth EMS) and Southcoast EMS, NREMT-Paramedic, MA Instructor/Coordinator, AHA CPR, Instructor, Professional Firefighter. Frank has been working in EMS for more than 24 years. He holds the position of Captain on the Fall River Fire Department where he has been employed since 1993, he is currently the Captain of the Heavy Rescue Company in the city. He has also been an emergency paramedic with STAT Dartmouth since 1995. In 2008 he became the training coordinator for STAT Dartmouth and STAT-Southcoast EMS. In 2013 he was appointed as the director of operations there. He has been involved in the training of both EMS and fire personnel, including instructor for the Massachusetts Fire Academy, AHA CPR instructor and an Instructor/Coordinator (IC) certified by Massachusetts OEMS. He was a member of the Bristol County Technical Rescue Team where he served as a team member and trainer.  He is a Nationally Registered Paramedic with current licensure in Massachusetts and Rhode Island.
